    SUBSIDIZED RESEARCH

    Precondition
    SINT Technology conducts research and development on behalf of small and medium sized enterprises that can be financed by automatic procedure as SINT Technology is included by the Ministry of Education, Universities and Research (MIUR) in the Register of highly qualified laboratories authorized to carry out research for SMEs.


    Automatically subsidized research

    SINT Technology is an authorized laboratory for applied research projects that benefit from subsidies provided for by Legislative Decree 297/99 by automatic procedure.
    The law finances research aimed at technological advancement of products and processes and provides inducement also for small and medium sized enterprises, that seldom have their own research facilities, by prescribing that they can apply to laboratories with high technical-scientific qualifications recognized by the Ministry.
    Research projects may concern solutions to technology problems to improve product or process performance or experimental development of new design, quality inspection and production methodologies with the resulting transfer of information from the laboratory to the enterprise.

    Eligible businesses

    Small and medium sized industrial enterprises, whether individual companies or joint undertakings, craft manufacturing enterprises.
    Ministerial Decree no. 593 of 8.08.2000 applies the European parameters in defining SMEs: number of employees under 250, annual sales under 40 million Euros (or bottom-line not exceeding Euro 27 million). An SME should not be under the control of a large enterprise by more than 25%. If an enterprise is part of a group, the parameters defining the size are the group’s number of employees and annual sales.

    Financing provision

    The law finances applied research of use for setting up new products, manufacturing processes or services or for substantially improving existing products, manufacturing processes or services, including prototype testing and construction work, commissioned to one of the laboratories with high technical-scientific qualifications on the Ministry’s Register.

    Concession

    The concession is equal to 50% of the amount of research contracts, up to a maximum annual amount of 206,582.76 Euro, and can take the form of a tax credit or grant.
    Expenses billed by the laboratory are accepted for the concessions excluding VAT and any recoupment of costs (for example, for use in production of equipment purchased under the research order).

    Procedure for obtaining the subsidy

    In accordance with the amendments introduced by Ministerial Decree no. 347 of 14.02.2003 applications can only be submitted by telecommunication, filling in the form provided on site http//roma.cilea.it/sirio.
    Within 7 days from the date of transmitting the application by internet, the hardcopy documentation must be sent to the Ministry.

    Submission period: from 5 May to 30 September every year. Applications are paid in chronological order of submission until exhaustion of resources.

    Preliminary investigation: preliminary investigation activities into the economical, financial and management aspects of projects are conducted by one of the 10 banking groups that has an agreement with the Ministry.
